Problem is the server is not showing as an SCCM client in the SCCM admin console. On the client agent, it shows the site listed but under actions I only have two actions available:
Machine Policy Retrieval & Evaluation CycleUser Policy Retrieval & Evaluation Cycle

All the other actions are missing, i.e Discovery Data Collection Cycle. Tried to reinstall the SCCM client, but the problem is there. Does anyone know why the other actions are not showing up?

If this is a fresh client install then you might need to restart the computer so the pre reqs can finish and then it should finish.  Is it a native mode or Mixed mode server?

Should it be more than two actions available?

Check the bellow..
1.  Make sure your clients are in a managed boundary (subnet or AD site), check clinetlocation.log

2.  Check the bellow logs policyevaluator.log to see if you have any errors.

I checked the logs and did not find any errors. I am able to access the manage point server from the problem server. I found one more thing is missing. In the Configuration Manager Properties, the "Update" tab is missing. I uninstalled the SCCM client completely and reinstalled it. The problem remains. :(
