How do you enable (or disable) the Delete Files feature on the Advanced tab of the Advance Client applet?

In our enviroment, if the user is either a power user/local admin, then all the options on the advanced tab are enabled, if they are just standard users, its all greyed out. We dont specify anything extra either in gpo or sms (that I know of) to make it function this way.
