With all the logs SCCM has I am trying to figure out which log, if any, would tell me if at any point what advertisements were created. I am trying to find out if someone else created an advertisement even if the advertisement was deleted.

This is best handled by the Reports. You will find reports that tell you what adv have been created or modified and by whome.
