I have a serious, not consequent problem in which after Doing REFRESH to Vista, AutoAdmin logon count (999) remains in the registry

This happen on some of the deployments, not all of them, only in Refresh
Have tried disabling USMT but with no luck

Another symptom of the problem is that the Reginal Settings, despite configured Both in Image \ CustomSettings.ini are defaulted back to English (I set it to different then English)

Does anyone has a clue of what's going on ?
The logs say nothing
