 CHGPF message - Argument associated with external or internal parameter not passed

Hi, 
In one of the libraries on our iseries there is a file which when changed with a CHGPF for number of records and increments gave the subject message. Same file is also in other libraries but not giving the same message.
 
Is there any idea as to what is this message all about and how to tackle this issue. I finally had the change the file to *NOMAX for now which it took.

    True, an error message was sent, even if not helpful.


    The error msg MCH0801 being issued [whence and to not included] is clearly a defect; defects left unreported are likely to be encountered again, if not by you, then by others. 

    The proper output is the diagnostic error msg CPD3216 "SIZE less than current size for file &1." followed by error msg CPF7304 "File &1 in &2 not changed.", both F/QDBCHGFI; as an effective ALTER TABLE per use of Source File (SRCFILE) parameter with a specification of other than *NONE, the messaging may be somewhat verbose\messy than just those two, but those two should be the overall effect just as if\when the request is a non-ALTER scenario.

      Some details would be useful as you haven't supplied nearly enough for us to be able to assist.  You really need to supply us with all the message details (the entire message help screen).  It would probably also be useful if you pressed F9 and supplied those details as well.  It would also help if you supplied the joblog as there may be prior messages that may assist.
       
      FYI, that particular message isn't listed as a message in the CHGPF command (at v6.1 anyway) so I'm guessing that some custom program is running that is generating this.  Pressing F9 on the message will show you the name of the program that has generated the error and may give a clue.
