    There is nothing built-in to perform this kind of activity. Depending on the exact requirments, it it possible to build a simple package/program using VBScript to display a message to all currently logged in users; however, because of the design of ConfigMgr, this will not be instantaneous and, given the default configuration, could take up to 60 minutes to be displayed.

      dont required SCCM for this. Use "net send" command from the command prompt using the switch domain.
       
      net send ? will give you all the options available for the command

        Most system will not display a Net Send message anymore.

          As JSANDY mentioned, you could make a .VBS file using something like the following code, setting it only to run between specified times (so it doesn't pop up when you don't want it to).

            Take a look at Mininotify

            Really useful to use this in notify only mode - gives a nice friendly pop-up in the System Tray and when user clicks you link it to an information file that you populate
