"Dead" Shortcuts after migration

I have an OSD TS that runs scanstate, applies an image, drivers, updates and apps.  Then performs a loadstate.  User's profiles maintain desktop shortcuts to older versions of apps.   For example, one of the apps installed is Adobe Reader 9, to replace Adobe Reader 8.   After the upgrade, both Adobe Reader shortcuts are on the desktop (Adobe Reader 9 has the icon - points to the Adobe Reader 9 directory, Reader 8 has the "blank" icon. - points to the now non-existent Adobe Reader 8 directory)
 
In my USMT .xml files, it looks like a IgnoreIrreleventLinks method is present, but not doing what I think it's pupose is.  Can anyone help me out here?   I want only valid desktop shortcuts to appear after the migration...
