Im looking for a product or someone to explain how i can set up an existing file server to do the following

-Allow User login rights on a time based (check in/check out)
-Allow users to excute files but not copy them. (They can run an .exe but cannot copy it nor the directory)
-Allow for metrics. (Can tell me how many times an exe has ran)

I'm a SMS Administrator that has been converted to a configuration manager, I looking for a product that will allow my techs to access installation files without having to use a disk. But i want to keep track of the software installtions and i don't want them to store the software on a local drive and access the software anytime they want.

Does anyone know of a product that can accomplish this?
