regedit.exe /s "\\MYSERVER\CMS\CMS.reg"

Or if you want to create a package containing the regfile, you can just run:

regedit.exe /s cms.reg

This will run it from the local cache folder of the sms client rather than the url.
Just thought I would point that out. :)
