Are you talking about local accounts or domain based accounts? If domain based accounts, it's not possible in AD 2000 & 2003. If the accounts are local to the server, you can modify the ACL (permissions) of the GPO that applies the policy so that GPO Apply is denied for the server, then create a new GPO that only has the server listed for GPO Apply permissions in the ACL. Make sure that you are seperating these policies out from your domain based ones though so that these permissions changes do not affect other settings in the GPO.
