If the sequence can directly install from a network drive (Access Content Directly mode) then it does not need a formatted local drive to store the data. Thus, it could simply wipe and load. Your comments suggests that the Access Content Directly mode should "format" then proceed. Why? All it has to do is start copying to the "wiped" disk. By contrast, if the content must be downloaded before installing, the local drive must be formatted first, to make room. Thus, it should format and then copy. Your comment suggests that the Download Content mode should simply wipe and go. Technically, I don't see why this could not happen. The source files could be copied to a "wiped" disk and then installed. Again, I do not know what is supposed to happen, but it seems to me that: Download Content - should\could format your disk or otherwise wipe space - then download - then install Access Content - should\could wipe your disk - then install from network
