I've recently configured 20 site servers as distribution point shares using BITS in ConfigMgr 2007.  All but 2 successfully recieved the packages.  I've double checked and re-done the IIS installation and configuration and DP set up in SCCM but cannot get those 2 sites to work; they are set up the same as all the other site servers.  The error when pushing out the package (below) points to a problem with IIS, so I removed the option to use BITS on those site servers and the package is delivered to the DP with no problem.  I really need to use BITS on all sites but am stumped as to what the problem could be.  One other thing I tried on one site was to manually set up the virtual directories, applications pools, and web server extension for SMS (copying a site that was working) and still the same error persists.  Suggestions?  Thanks

Error,Milestone,000,6/22/2008 8:52:19 AM,SMS,SMS_DISTRIBUTION_MANAGER,2344,Failed to create virtual directory on the defined share or volume on distribution point "["Display=\\VVHS\PACKAGE$\"]MSWNET:["SMS_SITE=000"]\\VVHS\PACKAGE$\".    Possible cause: Distribution Manager requires that IIS base components be installed on the local SMS Site Server in order to create the virtual directory.  Distribution Manager also requires that IIS Web Services be installed on the Distribution Point Server that needs to support Background Intelligent Transfer Service (BITS).  Solution: Verify that IIS base components are installed on the local SMS Site Server, and IIS Web Services are installed on the Distribution Point Server.

Could it be a permissions issue with the site server accounts?

That makes sense but I don't think so...all the site servers are domain controllers and the SMS computer account is a member of the domain admins group.  It seemed to have permission for the other servers, so I don't know why these would be different.
Thanks

BITS is allowed in IIS console.
I manually created the virtual folders on one server but still recieve the same error indicated above.

Stupid question... but have you enabled BITS from the Add / Remove Programs?

can you
1.delete this virtual directory
2.restart SMS_EXECUTIVE
3.look at distrmgr.log for BITS-related errors

Do you mean delete the SMS_DP_SMSPKGC$ directory on the SMS server or on the problematic distribution point?  The errors I'm getting refer to not being able to create virtual directories on the target dp server, so I don't really have a virtual directory to delete there.
Since I've been successful on all but 2 servers, I'm beginning to suspect something about the OS or IIS installations on those problematic want-to-be distribution points, but aside from uninstalling and reinstalling IIS with BITS (which I've done a few times) I'm not sure what else to look at.  I'm not finding anything in event viewer or any differences in permissions from one server to another.

Below is some information from my distmgr.log.  The first portion is a *SUCCESSFUL* copy to a distribution point share (ELMES) and the second is the *UNSUCCESSFUL* copy (LUKE).
