We have SCCM 07 installed.  Never used any prior version of SMS, but I hear it had a Product Compliance Monitoring piece that was removed.

The IT department in my company would like to instate a monthly software compliance report to ensure users are not installing rogue software on their workstations.

So we have a list of approved software, and I want to know if users have software installed that is outside of the approved list (no specific unapproved software list; in order to cover the gamut - but also with the ability to add more exceptions to the list).  So in other words I have a list of approved software, but not a list of unapproved software.

So I hear SCCM does not have the Product Compliance Monitoring piece, but instead has the Desired Configuration Management (which seems to be 10x more robust than what I need it to be.

What would I need to do/what is the easiest way to accomplish the above?

well first  you need to enable AI on the server as a role..  You will need the certificate that you can get from your TAM.  You can then take advantage of the Asset Reports withing SCCM.  I know that broad but i can go into more detail after  you get it setup.
