Is it possible to create a report that shows all of the Rate Limit settings and the site/DP to which they belong?

I have looked through the SQL views but cannot find this information.

I did some digging and my best guess is that the settings are part of the Binary Data in dbo.SiteData. However I have no clue how to interpret.
