I don't remember that .ini file; but I know it can be changed, temporarily, under sms2003. It's a regkey, 1 vs 0. I think the requirement comes back after policy refreshes or a reboot. (I forget now, what the trigger is.) Even with ConfigMgr, if you are an Administrator, and know enough, you could create a ConfigMgr local policy & compile it to disable just about anything. By definition, an Administrator, if they know how, can change/manipulate or disable anything.
