SCCM2007 OSD Task Windows XP Task Sequence setting correct Time Zone

Question/Scenario:  While deploying my Windows XPSP2 image, the SMSTS.LOG file states that the index '#' is not found and will set the timezone to "Greenwich Mean Time".  The index number seems to be correct according to Microsoft Documentation.
 
How do I get the timezone to honor the index number and set the time zone appropriately.
 
Environment:
ConfigMgr2007 SP1
Windows XP SP2 Build and Capture Task Sequence
Windows XP SP2 Deployment Task Sequence using resulting Image from above TS
Specifying sysprep.inf file in the appropriate Task Action.  (only entry is timezone = %timezone%)
%timezone% variable set to index number and being gathered and set using OSD++

I have finally gotten around to re-posting the relavent portion of the SMSTS.LOG file.  This was originally created from a Native SCCM (ConfigMgr2007) R2 build and capture task sequence.  This is the result of the final deploy TS.

The sysprep file used on contains the following settings:

 [GuiUnattended]
TimeZone=%OSDTimeZone%
 

 
The OSDTimeZone variable is set using OSD++ and I varified the TS variable is set correctly.  You can also see that in the logfile above.  Looking to be pointed in the right direction to troubleshoot this issue.  Where is this index that OSDWinSettings.EXE is looking to varify against?
