Is there a way to delay the installed patches from a reboot for up to 48 hours and to give the user some sort of notification the reboot will be happening?

Well that's really built into ITMU and is a matter of the selections you make when running the DSUW.  The hardest question to answer is 48 hours from when?  If you say the patch must be installed by date X and allow a 48 hour grace (/g:48) then a user will be given a 48 hour window to postpone.  After that, the option is grayed out.  But if you pick 48 hours after detection (/d) then only once a machine scans and detects the need for a patch is the time the 48 hour window starts.  Few people pick that option.

I assume you have an enviroment inwhich the users can't or don't log out...

The way we did this when we were using SMS 2003:

Patches would push out on patch tuesday.  Logged out users would receive a restart, logged in users would not be restarted.
At 6am the next day all patch restarts were stopped until 6pm.
Users were told via a HTA popup that a patch was installed (if they didn't get the patch) 
Then on say Friday if you want to restart then you have a package that will force the shutdown.exe on all systems that weren't restated before.  (No reason to restart a pc if it has patched and restarted)  This restart is a forced restarted so bye bye open files after 11pm.
