1.Check Wins server ip in TCP/IP configuration on "problem" client
2.run wins mmc againts discovered IP address
3.ensure that SMS_SLP record of type 1A exists

Well the Wins IP are received by the clients through DHCP, I have configured the dhcp server with the wins address in there.
Now option number 2, Im not sure what exactly you are refferring to.
Option number 3, Ip address have been verified,. They are there.

Do you have a Boundary defined for the AD Site or the Subnet of the client you are trying to install using the SLP?

Try using the Client Assignment Toolkit from SMS2003, run it from the Client you are trying to install, enter your server name of your SLP and see if it generates a Site Code.  If it doesn't then the boundary isn't defined, or the SLP is not functioning properly.
