When I try to run the gpedit.msc command on the local system I received an "access denied" error.  The user's are admins on the machines in question.  So something has caused problems with the gpedit applet.  I know very little about the  group policy process. So any help would be great.

You may want to make sure there is no policy being applied to prevent running mmc on the local machine (regardless of the user being an admin, the GPO may prevent it). Run mmc.exe and see if you get the access deined errors. If you dont, try adding the local group policy object editor.

If you are looking to edit AS group policy, download the gpmc from microsoft (just search for it in downloads). Keep in mind its an MMC console, so if you get access denied to mmc you wont be able to run that either. just a couple ideas.
