internet explorer problems

well when i go to open internet explorer it asks me if i want to allow or disallow bing bar (i have uninstalled it using programs and features on windows vista) and if i click disallow it pops up again in about 1-3 seconds.. in safe mode it works fine

From within IE, have you tried using the Tools | Manage Add-ons menu item? I think you may need to remove it from there as well...
