I am trying to find out if there is a document anywhere that shows what the number of SMS admins there should be for the number of clients. We are talking about number of Full Time Employees that are 100% dedicated to SMS. Any ideas would be appreciated and help justify some help!

Well, I am a team of 2 that manages about 2500 clients.  But we have a total of over 5000 clients world wide with a total of 8 admins with only 2 of us being dedicated to SMS administration.  The remaining admins are wearing multiple hats, file server, AD Administration, email admins, desktop support, networking, etc, so thier roles are reduced to mainly monitoring SMS and occasionaly deploying special apps for thier location(s).  Most things SMS related are done by myself and my co-worker.

We have 2 full time Packages and 2.5 infrastructure experts, this is to support 25,000 clients over 280 site.
