As far as I remember, the mobile device software can be found within the install ConfigMgr folder, similar to the Client folder. It might even be shared for read access. Connect to this folder from your mobile device and execute the corresponding cab file according to the mobile version you're using. After installation, you should see an internet explorer windows telling you "welcome".
If you do have Windows CE mobile devices, you might already have a device management client pre-installed. Then you just have to insert the SCCM server's name and it'll connect.
Check the MP if it's also enabled to manage device clients. I'm not sure if it's done automatically in SCCM, in SMS you had to enable it.
