eschloss -> Upgraded SCCM client re-runs past advertisements (6/25/2008 2:34:18 PM)

I just upgraded my central primary site server to SCCM 2007 SP1.  The upgrade went smoothly and all is healthy.  As part of my upgrade, I am also going to consolidate my three sites into one (one central primary with 2 primaries under it) so I am defining a site code in the client install and it is a different site for some systems.
When I upgrade a client from the SMS 2003 SP3 client to the SCCM SP1 client and the site changes, the system deletes all of its policies, re-evaluates them and re-runs advertisements that it has already run successfully.

Does anyone know if it is possible to stop this behavior?  I obviously don't want it to run installs for apps that have already installed successfully.
