Prior to deploying SCCM, I used WSUS 3.0 and AD GPO settings to install security updates.  Users had the option to defer restarts, and would get a nag screen once an hour until they rebooted their system.  This worked very well, and many users were satisfied.

Now that we are using SCCM Software updates, my options are to either utilize maintenance windows to have inevitable restarts occur during off-peak hours to minimize impact on users, or not reboot at all.  Non-admins do not even see that updates are available until the reboot countdown appears.  Has anyone been able to duplicate the WSUS behavior I described in SCCM, and allow all users to defer reboots until it is convenient?
