In SMS 2.0, When Remote Tools was enabled, an .ini file was created on the client machine. Anyone with Admin privs could alter this file to disable the requirement to have the deskside user grant permission to administer remotely. Is this still an issue in SMS2003? Was this just a flaw in the 16bit system?

I don't remember that .ini file; but I know it can be changed, temporarily, under sms2003.  It's a regkey, 1 vs 0.  I think the requirement comes back after policy refreshes or a reboot.  (I forget now, what the trigger is.)

Even with ConfigMgr, if you are an Administrator, and know enough, you could create a ConfigMgr local policy & compile it to disable just about anything.  By definition, an Administrator, if they know how, can change/manipulate or disable anything.
