The policy the client has doesn't have a "but not if already installed there somehow else". the policy the client has is "install this package, which happens to be this package ID and launch using setup.exe". No where in the policy does it state "unless someone manually run setup.exe from a cmd prompt, which just happened to be the same product that I'm trying to install."

What you need to do is change the collection which is used to target this advertisement. Once the computer picks up the change (that it no longer deserves this advert), it'll stop trying.

      Raised Program Unexpected Reboot Event for Ad:SCH20055, Package:SCH00031, Program: Office 2007 execmgr 7/20/2009 7:42:05 AM 3004 (0x0BBC)
Execution Request for package SCH00031 program Office 2007 state change from Running to Ready execmgr 7/20/2009 7:42:15 AM 3004 (0x0BBC)

The unexpected reboot, doesn't look right.
What is your MSP doing, is it calling anything that isn't 100% native to office 2007 like hotfix's that might be restarting the system, without SCCM being properly notified.
If that is the case and the re-run behavoir is set to re-run if failed, then it will do what you are seeing,
      intstall,
      reboot,
      Fail,
      install
      reboot
      Fail,

Though Office might be there and succesfully installed SCCM doesn't think it has because the last envent it knows is about is an unexpected reboot and then tries to install the program again.

Try merging all the logs together to see if there is any extra information hiding in other log files.

Remember SCCM is intelligent plumbing, it only delivers sh**, in a very smart way, but it doesn't know what the Sh** is.

An example of the dynamic collection membership query that Sherry mentioned:

        select * from SMS_R_System inner join SMS_G_System_ADD_REMOVE_PROGRAMS on SMS_G_System_ADD_REMOVE_PROGRAMS.ResourceID = SMS_R_System.ResourceID where SMS_G_System_ADD_REMOVE_PROGRAMS.DisplayName = "Microsoft Office Enterprise 2007"

Of course, that one is for the Enterprise edition of Office 2007...

everyone has a good points here everyone is correct...
the collection has machines that may have had office 2007 ----- my assumption is SCCM would figure that out and not install office if it is already on a machine..isnt this how it is supposed to work?

the office 2007 package does have the SP (msp) within it to upgrade as well.

The way it figures out if it is already installed is based on the HW inventory (if by add/remove program) (12:00pm) and updating the collection (12:30pm)  Assuming you have a collection of computer where they DON'T have it installed then the computer will be removed and SCCM will not try to install it.  If you created a collection of all machines in the Accounting department for Office 2007 and you are pushing then it won't know because it will be based on the database information, not on the machines still left the in collection.  In that case you would need to update the query to "not include machine x" since you installed it manually and then update the collection membership.

The way that I understand that SCCM works, is based on policy, which means that if you tell Office to install on a machine that already has office to install it will run it again, albeit a repair.
If you remove the program details from the registry the program will re-run.
Matthew's suggestion is probably the best where you do a collection which criteria is:
              Machines without Office 2007
Which will become a self cleaning collection.

                per rbennets suggestion...
                select * from SMS_R_System inner join SMS_G_System_ADD_REMOVE_PROGRAMS on SMS_G_System_ADD_REMOVE_PROGRAMS.ResourceID = SMS_R_System.ResourceID where SMS_G_System_ADD_REMOVE_PROGRAMS.DisplayName = "Microsoft Office Enterprise 2007"

this is close but i need the query to check what i put in the collection,it should not check the database and insert machines... i would put a machine in the collection which would be a machine with office 2003 then during the schedule interval scan and once the advertisement is pushed to that colleciton it will see ..hey this machine now has office 2007 so remove it from this collection

Well, I'd probably just make a second collection, manually add my machines to it, and then limit the first collection's query to to this manually populated collection. So basically you're telling that query to only run against the machines in your manually populated collection, and to place any machines needing Office into this collection (which gets the advertisement).

I don't know if using Active Directory domain groups is an option for you or not, but if so, what we do is control the "pool" of machines that get an application simply by adding them to a domain group. Then we just wait for SCCM to poll Active Directory and update the collection membership queries.

To give you an example collection query, here's what we use to deploy an application based on domain group membership (the query is then limited to a collection that contains our healthy SCCM clients):

                  select * from SMS_R_System where SMS_R_System.ResourceID not in (select SMS_G_System_ADD_REMOVE_PROGRAMS.ResourceID from SMS_G_System_ADD_REMOVE_PROGRAMS where SMS_G_System_ADD_REMOVE_PROGRAMS.DisplayName = "Skypeâ„¢ 4.0" and SMS_G_System_ADD_REMOVE_PROGRAMS.Version = "4.0.227") and SMS_R_System.SystemGroupName = "MyDomain\\NameOfDomainGroup"

This way the only thing the field techs need to do is add or remove computer account objects to the domain group. Then only machines that are a member of this domain group and that do not have this specific version will get the advertisement...
