When Software metering data is propagated/replicated from a child primary site to its parent site, does the child site send the raw data or does it send just the summarized data to the parent server?

The reason i ask this question is

The views v_GS_SoftwareUsageData and v_meterdata are blank on my central site.
The central site has no clients reporting to it.
But the child primary site has these views filled and this child site has direct clients.

Software metering is enabled on both. The rules are configured on central primary and applies to all child primary sites.

Any help will be highly appreciated.

If it is indeed the case that only summarized data is propagated by default, can i change it?
