 Conflit between IE 9 and Outlook 2003 SP3

Since an Internet Explorer upgrade to IE9, we are experiencing a strange behavior with Outlook 2003 SP3 margin.
Both software are storing their margins in HKCU\Software\Microsoft\Internet Explorer\PageSetup.
 
In Outlook:
If you answer to a mail and then going to page setup you will see, at first, the correct margins. If you click ok and coming back to page setup then all margins values are at 0. Its over you won't be able to change the values.
 
In IE9
If you go to page setup. Then all margins values will be at 0. If you change them then you will be to change back the values to the correct ones.
 
Come back in Outlook and the email (answer), page setup and the values will be back. Click OK and then pagesetup / memo and the values are 0.
In the registry, it is appearing IE is storing the margins with , and outlook with .
If the margins are store with a . then Outlook will be able to read the margins.
 
Would it be possible to make Outlook writing in the registry with a .  ?
