Advertisements not appearing for SCCM clients

I've just setup a SCCM testlab and can't get software distributions working. Agent push installation works fine. The software package has copied to the DP. The advertisement is targeted to the collection as mandatory with user interaction. I'm targeting a Windows 7 client and the SCCM server itself. I've waited hours and refreshed policies on the clients. The package ID is ACM00008 but isnt showing up in the execmgr.log or locationservices.log anywhere. Any ideas?
