Client Policy

 
We have a multi tiered sccm environment. We're having a problem where one of the packages within the OS task sequence isn't running.(content not located) The Task sequence/advertisements/Packages created  on the topmost central site. Advert runs fine on all the Primary sites other than one. We redistributed all the packages on that one site and traced through the flow to make sure it was successfuly distributed. We created a new package but the client does not try to run the new package. I ran policy spy and noticed a red x over the new policy with a message "The body for this policy has not been downloaded"  Any ideas what this could mean?
