Microsoft Visual Studio 2010 Tools for Office Runtime 4.0 not installing

I am trying to install this app on a W7 VM. If i run it manually installs fine. If I try to install from the catalog i get an error about it failing and cant be installed. I've try everything i can think of. Not sure which log to look in to get more details. Anyone else have issues with this app? thanks
