has been a major issue, since the dawn of email. Conceptually it's not new, because before electronic mail, we were staturated with "junk mail". At least with spam we might save a few trees and other resources from the post office.
Spam is still a major email and security issue. There are costs associated with handling and temporarily storing this unwanted email.
